Character: Zenkichi Hasegawa

Personality:
Zenkichi's personality can be split into two parts; the first before and right up to his wife's murder, which he returns to after he awakens his Persona and remembers his convictions, and then the two years in between both of these events. Since the second part is still fresh to Zenkichi, a few things have carried over during those darker times into his current personality.
During those two years Zenkichi basically hid behind the fact he couldn't convict his wife's murderer due to the killer's high position and the threat on his daughter's life. He buried himself in his work, doing his best to keep his chin down and aid his boss to climb the ranks, since she had promised him that they'd be able to get him eventually when she had the power to do so. His daughter endlessly berated and ignored him, and it's hinted that he drank (as most Japanese businessmen do) and came home late often. In the end, as his Persona so much said to him, he became like the very people he was trying to convict, content in waiting and using others to do the work for him. Thankfully this is mostly in the past, due to the power of friendship (TM), the words of his daughter's shadow and the Phantom Thieves themselves, but it is important to mention since it has been less than a week since he's moved on past this and returned to his original convictions.
At his core before those two years and now, Zenkichi strives for Justice. After his awakening as a Persona user, he understands he must 'condemn evil' and that a truly evil person is one who has no compassion for the others that they harm and use to get their way. Compared to the other Phantom Thieves are who younger than him, he has a more balanced view of understanding the Jail owners as well. While they all have traumatic events which caused them to change, he also acknowledges that what happened in the past can't also completely excuse how they acted in the present and arrests them accordingly. It takes one to know one, after all. He can show sympathy, but will still apply the law as necessary. This is why his arcana is the Apostle;
"Representing both fairness and compassion, the Apostle walks the road of life upholding his beliefs as well as his perceptions of the law."
It's important to mention that he isn't a lieutenant just for show; Zenkichi has keen detective senses, considering that he was able to spot situations that were amiss during his adventures with the Phantom Thieves, and save them from being attacked by a brainwashed mob at one point. While he was used as a mouthpiece for the plot at times, it is presented as him doing the research and doing his job of being an actual cop.
As Wolf, he is also a lot more ferocious when fighting, a drastic difference to when he's not a Phantom Thief. It's interesting to note that when one of the team members, Sophia, is forced to attack the Phantom Thieves, Zenkichi is the only one on the team whose automatically attacks her back instead of standing there and taking it.
Due to his appearance, and to overall comedic effect, he may appear frightening to those who first see him. After all, instead of trying to look dignified as an officer of the law as usual Japanese society dictates, he seems a little 'off' (his white shoes against his black outfit, his long hair and goatee). He even sometimes get angry at his subordinates and yells at them when they aren't doing what they should be doing. For these reasons, even when he's trying to help, he might send children crying away thinking he's a bad guy. This does make him frustrated and confused.
Maybe because he is getting older and partly due to the fact he has had low self-esteem due to the last two years, he can become a grumpy old 'gramps' as the other Phantom Thieves have taken to call him. He isn't afraid of complaining if he's getting tired or that something is taking a lot of effort. "You damn kids" is a phrase he has actually used to talk about the Phantom Thieves, even if by the end it was more of an endearing term than actual annoyance or malice.
He TRIES to be cool, but a lot of times his jokes and overall mannerisms fall flat. When he introduced himself to the Phantom Thieves, he said he was a knight in shining armor coming in to help them, even if the gang would have been able to fight the man on their own. He is very much "How are you doing fellow kids" at times because, in part due to his age, he still wants to be hip....even if his own hips hurt.
In the end, Zenkichi is an adult with strong convictions that will stand by someone and help them but also wants that person to also help themselves and grow, much like he was given the opportunity to.

FIGHTING
While the meat of his fighting abilities are only when he becomes a Phantom Thief, his work in the Public Sector as an Investigator has given Zenkichi enough skills to be able to easily punch a drunken office worker down to the ground in 'self defence' if need be.
However it is when he becomes a Phantom Thief that his instincts kick into overdrive. He can move as fast as (as quoted by the other PTs) someone half his age, jumping with surprising dexterity and finesse, wielding a sword that is longer than himself with a single hand along with dual pistols.
PERSONA USER
Able to wield the power of his other self, Zenkichi is a latest member of the Phantom Thieves, and like the rest of his teammates, not only gets a spiffy outfit, but also goes by a codename: Wolf in his case. His persona is Valjean.
Valjean's abilities are here. Note that most of the skills will be the lower-tier ones if there is a stronger version of the ability on the list.

Suitability & Plans:
In practise, Zenkichi's arc to bring his wife's killer to justice is over in his own world, he and his chief only need to present the proper evidence and get the man and his allies arrested (in the game's time it happens in the next two days). Therefore, bringing him into this situation allows him to find something new to help out with, as soon as he finds out that his daughter is perfectly safe back home and he's 'only dreaming'.
While there are other Phantom Thieves present, Zenkichi can work very well on his own. His age means he can provide (probably) words of wisdom and help out those younger than himself, and his thirst for getting to the end of his cases means he'd want to see this new task done to the very end. His work in the force also means he's not afraid to seek out new people and speak with them and get to know others. He will probably end up being someone's dad figure, despite himself.
Zenkichi also mentions he has always sought to help others who didn't have the ability to fight back. Now that his own veil of injustice has been lifted, he'll do everything that's right so he can be the 'cool father' his daughter said he used to be.
